no shaft play but wont spin?
i checked my turbo today, after removing the air filter and pipe. no shaft play... but i am not able to spin the turbo or move it at all. is this normal?

nope.. no boost. if it has seized... its probably because of the blown seals.

yeah... its fcuked. ive ran my car like that for almost a year! i used to be able to boost with the blown seals, but not til about 4 months ago it stopped spoolin. ive been missin boost since then!
ive had oil leaks for a long time now and its at that point where i need to get it taken care of. havent had the time or money to get things repaired, but now im goin to be rebuilding everything from scratch again. my oil return line is crappy (drag 3 return kit) and i havent had problems with it... but it does suck. im swappin it out with a real lines and fittings.

Thats the problem, You need to take care of things as they happen otherwise they will get worse and cause more undesired problems.

I was in the same boat, oil seals blowing but still able to boost. I was planning to rebuild the turbo, but after taking it apart and looking at the chipped turbine veins, it's cheaper for me to buy a new turbo.
Rebuild it. You probably don't need to go bigger than that turbo. Garretts are cheap.
Also I had success with this one time. Take some wd-40 (anything that dissolves stuff and lubricates) spray it into your inlet and outlet oil holes. They gently turn the turbo with a ratchet. It might take a while but it could free up. If you try it let me know if it works.

What hidden charges? Take the housings off and check for any damage to the wheel and any scraping of the housings, if its cool then the rebuild should be $250 plus shipping...VSR Balancing may be a bit more...
