Default Is this normal for a turbo?

When I blow in the turbo where the oil goes, it is hard but still goes, but when I blow in where the oil comes out the air is coming out the exhaust housing, I put new bearings in it but when I but the metal ring at the end of the shaft and put it back it the cartage it is really hard to spin the shaft any help is appreciated, thank you.

sounds like the turbine shaft isn't seating properly into the cartridge, you should take very special care to re-assemble it with TLC otherwise you can do all kinds of damage, ruin the seals, bend the shaft, bend the blates etc.
