My eyes aren't that great. What is it? Around 16 psi? The bottom portion of the graph is confusing. Is the straighter line on the top the air/fuel ratio? If thats the case then that wavy line is boost?

Agreed. Something is up. First if that bottom wavy graph represents your boost level(s) throughout the rpms, then you have a problem holding consistent boost. Most likely wastegate related. Second you should be making way more torque with the setup you listed on an open downpipe setup. Does your boost hold steady on the gauge? What kind of boost controller are you using?

boost starts at 7psi and creep up to 10-12psi on the top end

and i think the itr cams are killing tq

hmmmm downpipe and not enough timing id say. the type r cams are not your problem. 2.25 inch down pipe is way to small you should go with a 2.5 to 2.75 minimum and an exhaust wouldnt hurt either. check your timing im guessing your running about 13 to 15 degrees max timing right? you can run about 18 to 20 degrees max timing on most street set ups no problem. i dont even wanna mention how much torque your "supposed" to have you'd prolly cry. but try some of my suggestions see how it goes. thats my .50 cents

didnt see your open downpipe post ok yea double check your timing.
IMO alot of tuners like impressing people with "fake" horsepower outputs
pulling out timing to run higher boost levels and make more "whp" is useless
there is nothing more heart breaking than a 400whp honda with 230 ft lbs of torque. just my opionion. if u or anyone else was offended.....um... go to hell hehe

very true, boost keep fluctuating due to the deltagate
i upgraded to a tail wastegate, edelbrock intake manifold
going back to the dyno to tune the cam gears, try to get rid of the over lap cause my cam gears seeting is -2 exhaust, + 3 intake which i think makin things worse
and i think the 2.25 inch downpipe is rubbing of some power, add to all that im running low timing around 15 and too much fuel i think, but its gonna be different when we tune with 116.
will update when i retune " just waiting for dlb1994 to finish his car!!
