Default ls vtec in a 99 civic si please help!!!!

I have this topic on soo many messages and Im looking for help!!! I want to use a 93 integra ls block and put a 99 civic si head on it!!!! Will the si head bolt up??? Some people told me this would be illegal!!! why?? emitions?? if it is emitions who in the hell would know??? also what tranny would be the best to bolt up on this block??? NEEDS TO BE HYDRO!!! Also what motor mounts would work?? The only reason why I want to use this block is because I can get it way cheaper than any newer ls blocks and I heard they are the exact same blocks except for where one sensor is mounted!!! Then instead of paying all them big bucks for the newer block I can take that money and slap it into after market internals!!! Well Please help me out!!!!

yes the head does bolt up, not sure what your going to have to do about oil passages try using the search man
