Default Airflow/boost/power limitations on f23 head

I have a 98 accord with Fmax turbo. The motor is built(rods, pistons, sleeved, valve springs and retainers,no head work. At 11psi it makes 278hp/282tq. When I turn up boost to 16 psi it made 319hp/315tq. I was expecting more than that at 16psi. When running 7psi it made 233hp/235tq. I am using AEM EMS. The AFR's are great. Timing is still conservative. Iam assuming that the stock head just can't flow that much. Any ideas? If I have to run N2O to get the numbers I want I will, but I would rather not.

Yeh, it's a 2.3 sohc. turbo t3/t4 that should be able to sustain 20ish psi on this setup.
