ok im gonna try and say this before schister beats me to it.

psi will not be your determining factor, a stock motor can only handle a certain increase, most people seem to be comfortable with 220whp-240whp on singlecams, i dont care how much boost it takes to get there, you'll be fine. its power generated that matters not PSI.

What qualifies as a "fully built head" when its a D15B7 head?? Cam'd and ported to the max? Reworked combustion chaimbers and oversized valves?? Sodium-filled valves???

Seriously though, I'd stick to 10 psi based on info given. You'll run the turbo out of breath before you risk floating a valve, if that helps you any. Bu that's assuming you don't snap a toothpick, erm, rod, before anything else. But a boosted d15 is better than limping around NA, I always say.
