Default Please Help.. Weird boosting problems = Loss of power.

Ok first off, I know this is a honda forum, BUT Im on my cousins accnt, that drives a sick gsr!!

Ok heres the problem...
I have an obd1 xflow turbo@11-12psi..(t28, custom 2.5dp, 2.5 exhaust, cartech fmu, g60(280cc) injectors, msd 43gph fuel pump, rx7 fmic, zex plugs)

Here's my problem, 1st and 2nd gear i have boost all the way up to redline(6200). But the power seem to fall flat(as if it's running naturally aspirated) after 4500-redline for some reason. I have no clue what it is 'cause the rest of the gears are perfectly fine and they all haul ar$e ti'll the governor.. ahh.. this is soo frustrating..
Please help!

ps. Could the fuel mixtrure be way off?(ie rich as heck?!) If so, why is it only occuring in 1st and 2nd?!?

Thanks in advancec.
