Default how to adjust timing on a h22

i tried to turn the distributor on my friends h22a4 and it felt as though it were in a fixed position, is the h22a the same way?

if you can't change it by the distributor then how?

You can't. OBDII preludes have the CKP sensor by the crank pulley, even if you could turn the distributor it wouldn't do anything.

The only way to change the timing is to reprogram the ecu.
