Quick timing belt question--Need help fast!!

I am in the prosess of installing a timing belt on my motor
I put it on properly lining up everything to TDC and torqued down the tensionor to spec
Heres the question:
Is the belt suppose to get loose at certain points while im turning the crank
When its at tdc the belt feels nice and tight but when im turning the crank it gets a little loose at some points
Is this normal?
If not how do i fix that?
Please help this is really pissing me off

If you are dubious, redo it. Put the belt on turn the crank till there is no slack between the crank and cam. then have someone push on the tensioner to remove as much slack on the other side and bolt the tensioner. I was suprised myself how simple and unspecific the honda tensioners are compared to other car manufacturers but apparently its ok.

Turn the crankshaft CCW only.
Turning it CW will only serve to detension the front and top sides of the belt.

When I did my ghetto timing belt ****...I just yanked it off the cam gears. Granted, I had to do it in like 5 steps. Slip left, slip right, slip left...you know.

i am turning it counter clockwise(the crank) but at certain points it gets really loose around the cam gears and can be just slid off without even loosening the tensionor

I believe the manual reads something like this:
1) loosen tensioner bolt completely
2) Make sure everything is at TDC.. both lines in the middle of the cam gears facing each other, the lines on the outside of the cam gears parallel to the head, the mark on the crank drive lined up wiht the arrow on the block
3) tighen down the crank bolt to 150ft/lbs I think it is.. maybe 135 double check
4) put on the timing belt, crank drive first, then tensioner, water pump, and finally over the gears
5) rotate the crank belt counter clockwise so it turns over completely
6) double check your cam gears are still lined up
7) partially tighten down the tensioner, then rotate the crank another 3 gears on the cam gears, then tighten down the tensioner to ~40 ft/lbs
Edit: step 8 is to retighten the crank pulley
check your deflection on the timing belt. I think it should be just under an inch, or you should be able to twist the timing belt almost 90 degrees. you may have to repeat steps 6 and 7 until its just right.

but are you suppose to see the t-belt wobble along the side where the exhaust is while the car is running with an open throttle???

mine has been wobbling for years and knock on wood that it does not skip on wot...i think u should be fine...dont over tighten the tensioner coz its not good for ur water pump...
