Need help on timing belt

Need help on timing belt
I am changing my timing belt, I set the crank to TDC and same with the cam gears at TDC. I put the belt on, and try running it around. I do full rotations on the crank and then my cams are 1 tooth off. What could I be missing? I have a factory Helms manual for my car but it doesn't go into any great detail on tension, but I just push it up as hard as I can and tighten, but their is still so much play in the belt on the front side I can never get rid of.

with the crank and cams at TDC:
- loosen the tensioner bolt 180 degrees
- turn the crank 3 teeth counter clock wise
- tighten the tensioner bolt
- loosen the tensioner bolt 180 degrees
- turn the crank 3 teeth counter clock wise
- tighten the tensioner bolt

this was it. Thanks for all the help, got it all on now and tight. So now all I got is the alternator belt and p/s belt and I am set.
