Default 93 civic hood stuck

So after a few weeks of driving the car I go to check the fluids, only to find it can't open the hood, the cable is pulling the latch, but it's just not opening, I've tried pulling on the cable to get more out but that didn't do any good, is there a way to get to the latch with the hood on or anything I can do to get it open other than cutting the thing

Have someone help you. While you hold the hood release open, have them work the latch area to try and get it to pop. WD40 will break up the rust a bit but you'll need white lithium grease to lubricate the hinge. WD40 is NOT a lubricant (edit: not a lubricant you want to use on exposed piece for long term lubrication).

I've had this happen to me a ton.

Pulled directly from the Honda FSM:

Lubricant Point: "Hood hinge and Hood Latch"
Lubricant: "White Lithium Grease"

OP contrary to CX-Adam's approach and original comment. I WOULD use WD-40 for a duration.

A QUESTION OF LUBRICATION

Myth: WD-40® Multi-Use Product is not really a lubricant.

Fact: While the “W-D” in WD-40® stands for Water Displacement, WD-40® Multi-Use Product is a unique, special blend of lubricants. The product’s formulation also contains anti-corrosion agents and ingredients for penetration, water displacement and soil removal.

After about a week or so and multiple exposures to WD-40 and the movement and action of the part appears to be restored and working efficiently. I would then switch to the lithium grease the factory service manual specifies. This is based on the purpose of WD-40 bolded above.

This should help clean up the part to be more susceptible to the long term lithium grease.

Hey, sorry it took a little while, but I got it figured, the plastic stopper on the latch broke allowing the cable to pull into the latch instead of pulling the latch, so I did a little backwoods engineering to allow me to still use the hood release in the car to still open it properly, I do appreciate the input
