Default VAFC2 Vs. Boomslang Harness

i know a vafc2 is outdated technology, but it is what my car was tuned on years ago so i would at least like to get the car back on the road with the vafc2 intact and operating in the car. so here is some quick background on my situation. during the rebuild of my car, i found the vafc2 connections that i had done at a shop ages ago were starting to get a little green with oxidation and were starting to come undone. the unit itself still work perfectly, but i was worried a connection would work itself loose. so i disconnected all of the connections and re-spliced the wires with new crimps. turned the key on....and nothing happened. went back and double checked my work, still nothing... it was at this point i realized some of the wires had corroded to the point they were very loose in the ecu plugs. so i found some new to me plugs, and i de-pinned and re-pinned each ecu plug one pin at a time and repaired all of the questionable looking wires. it was at this point, i decided i was done messing with this plugs. i bought a boomslang jumper harness so all i had to do was just plug n play the setup. which in theory should have worked, but after i installed the jumper harness i tested out the unit and it still would not turn on.

so next i tested my vacf2 on just the battery in the car. connecting the brown and black wire to the negative post and the 2 red wires to the positive post and it turns right on right away. goes through the little display thing at the beginning and goes to what i originally had it preset to display. BUT, when i go back into the car and connect the BOOMSLANG harness to the ecu and make all of the plug connections, nothing happens. it will not power up at all. i also noticed something interesting, when i plug the vafc2 into the jumper harness, i hear something click like a relay or solenoid under the dash board...main relay maybe? i'm a little lost here... i double and triple checked all of my ecu pins and i followed a couple of print outs i found via google, i think most of them ended up coming from honda tech, and every thing matches. so i've basically rule out a miss-pin when i repaired the bad ecu wires and swapped out the plugs.

does the ecu need to be mounted in the kickpanel location to be grounded? if it does, that could be the problem right there. i have everything laid out on the passenger floor right now whiel i was re-pining and testing. looking for some assistance in what i should trouble shoot next.
