There isn't really an "upgrade" for a b series oil pump, all b series pumps are the same as far as the part that pumps the oil. Only difference in OBD1 and OBD2 pumps is the front cover.
Porting an oil pump always helps, shimming is fairly pointless unless you're trying to remedy low pressure due to loose bearing clearances.

want boost, the washer actually is on the bolt that holds the spring, making the bolt thread in less. removing the washer let's the bolt thread in deeper, increasing spring pressure and increasing the relief pressure.
its a washer, not a shim

VTEC pump

nonvtec (note the extra washer on the pressure relief spring, part number 12)

yes, I know this shows an obd2 pump and older oil pump, but the difference between VTEC and non is the same for the older pumps. a single washer used to decrease pressure. you can actually remove the bolt, take out the washer, and reassemble to convert a nonvtec pump to a VTEC pump but its better to just buy a new one for reliabilities sake

That isn't a shim for oil pressure.
I've taken apart obd1 and obd2 vtec/nonvtec oil pumps. They changed the design of the pressure bypass plunger slightly on the non vtec (due to changes in casting design iirc) and it required that crush washer for proper sealing and operation. Doesn't do anything regarding manipulating oil pressure. You can tell this from the fische diagram because both pumps use another #12 to seal the end of the port that feeds pressurized oil into the motor.

its on every obd0 non VTEC oil pump. if you check the pumps for the 2nd gen integra, the only difference for a 92 VTEC and non VTEC pump is that washer.
by the way, the bolt shank is what preloads the spring. 1992 integra gsrs do not have that washer, so preload is higher (and thus, pressure) 1992 integra ls/GS/rs do have that washer, so preload is lower
wasn't easy to find since most parts places have since superceeded the old part number images, but this is what the obd1 VTEC pump looks like

notice it does not have the washer that part number 15100-pr4-a03 does have

Ah ok I see what you're getting at now. I'll have to try and find both of the ones I tore down and look at the bypass side and see what the difference is side by side.
there is an "Upgrade". at 10,000 rpm i capt breaking the "OIL PUMP GEAR"
until i replaced it with a heavy duty one.
10k rpm I could definitely see stressing out the sintered metal gears if they're sustained like on a track car. Billet is the way to go in that case haha
