Default 98 Civic P1298, P0500, P0135, 20V+

I read on here the causes for this type of problem. I have a few other problems as well, for example, my battery reads 18v when sitting and over 20v when the car is on. When I turn all the accessories in the car, the radio shuts off and the rpm stops working(battery volt goes down to 11-12v).

I was wondering if this problem could be the eld that would need to be replaced. I also noticed the fuse 15 blown, but I could not find any short in the wiring harness.

Start by reading the Fuse 15 TSB and replacing the alternator.

Sorry, It is a 1998 Honda Civic EX around 150k No mods other than aftermarket radio and speakers. I checked the voltage again but this time with another multimeter and found 12 volt at the battery and 14 when the car is running. I'm guessing the only thing that could be causing the issue is the harness behind the intake manifold, and not the eld?

There are other possibilities - e.g., short in power wire to the heater element of one of the O2 sensors - but the fuse 15 TSB is the logical place to start.
