Jumper wire?
I took my car to get it refereed, didn't pass, but its okay nothing major. One thing I do need help is that the tech said he could use the jumper to make check engine light come up. I thought this was only possible on obd1.
My car is 1990 CRX dx, with a B18a1 Obd0.
After the inspection I did notice, that my starter relay by the hood release was all loose, could they have been doing this wrong.
please advice...

On obd0 the check engine light comes on in the gauge cluster automatically if there is a code. You check the code buy counting the flashes from the red light on the ecu
Yes, I know that, I tried explaining to the Reff. So what should I do...Where would this plug be located if anything.
Wire the jumper your self. It's not difficult. All it is, is the scs wire coming from the ecu and the other wire is a ground. The jumper grounds out the scs wire. I can make one for you if you need it. Lmk
What is the pin number for this scs wire. pictures would be great. also if you make one how will that work between us.

Everything else has the little blue connector under the dash by the ECU/blower motor.
ECU connections are B20 and C12.
C12 is ground... you can use any ground you want if you don't want to use C12.

I build engine harnesses so it's not very hard to do. The jumper by the ecu is mainly found on 90-91 models if I remember correctly

How sure are your about the pins. B20 checks out, but I am not sure about c12, could it be c10...
Key has to be in the ON position.
Take B20 straight to chassis ground if you are unsure about C12 being connected.
C10 is the brake switch.

B20 is your service pin on the ECU.
With your key in and turned to ON, B20 can be grounded and the light on the ECU will blink out any trouble codes.
This is achieved using the service connector.
One wire goes to B20 and the other goes to C12.

Does it turn the check engine light on the dash? I honestly don't know.
I do know that if the tech disconnected a sensor like the MAP or the IAT then the check engine light would surely come on.

Okay, I understand so will this work if you don't have any codes. I mean the ref was trying to make the engine light come on the dash by jumping that connector. so if there are no codes then would the check engine light still come on the dash once this connector is jumped.
