B16 swap throwing a CEL 21

OBD1 B16 into a 97 dx coupe P28 ECU, starts and runs fine but throwing a CEL 21 (Vtec spool valve) could this be a wiring issue within the swap.
scratching my head with this one :$

Also I ran the car on idleof and on for about 3 hours before this CEL 21 came on and cant take it in for an Emissions test until I am "CEL free" FML

could be wiring. check it. from sensor to ecu pin.
also try another vtec selonoid(whole) or at least take yours off and clean it.

What is the condition of your conversion harness? I had a VTEC CEL during my swap because my old conversion harness had some pins missing.
