Default 94 honda civic failing emissions need help

i have a 94 civic ex with a jdm d15b engine. other than that, the car has zero modifications. i changed the oil yesterday, new plugs, the car has the infamous bad idle (i cleaned out the iacv yesterday, though not as bad the issue is still prevalent).

i passed every portion of my inspection except for the low speed hc (ppm).

220 to pass, my car hit 278 (after everything mentioned above) any ideas?

thanks in advance

Did you run the. Car for a good little bit on the freeway prior to testing? Heard that it helps?

scan in your smog test.

I would retard your timing the max amount that is allowed to pass smog. That will help with HC. Your so close to passing you could probably just drive your car hard on the freeway before testing and you will probably pass.

I would only use OEM plugs/wire/cap/rotor/distributor.

run it hard to get the cat as hot as possible. Make sure ignition timing is near perfect. if all else fails, replace the CAT for a new one.

What ecu? Is it chipped? Sometimes the chip will cause a funky idle from my experiences.

Take it for a good drive on the highway(like previously mentioned) and try and have the car roll onto the dyno without having the car shut off.

If your HC was 1000 warming up the cat would not do it. Your HC was 278 and you only needed 220 to pass.
