Icon2 Fuel issue

Hey guys, ive got a 94 civic lx 4dr with a d15b7 single cam non vtec and im kinda stuck on a problem im having. the car had been sitting at my moms house for about a year and i decided to fix it up. i rebuilt the head, put all new seals and gaskets on it, new belts new fuel filter and a few other things. the car starts but when i put it in gear and give it gas it stalls out. after its been idling for a few seconds it'll start to rev erratically, from 700 rpm to about 1400 back and forth. i marked all the connectors when i took the head off to make sure i wouldn't mix them up. i checked the timing and its right on the money. i checked compression and it read 180 across all 4 cylinders. the cap and rotor on the dizzy are also new, so are the wires and spark plugs, there is no cel on or anything so im suspecting a fuel issue, more specifically fuel pressure. i just bought a fuel gauge today and im gonna check it out later this week, but i dont know the procedure to check and adjust the fuel pressure, so im hoping to get some help from here. i have a chiltons manual but my cousin took it with him to miami and won't be back for some time. anyways i'd really appreciate any help or info on the matter!

Pull and clean your IACV. While you're at it, do a long, hard look for vacuum leaks.
