Default NEED HELP! PA state EMISSIONS.

I'm new to the Honda game. I have a 94 hatch with a jdm b16a swap 2nd gen. But I'm having an issue car is running way to rich.( though many of my friends with hondas have said it runs well rich or not) Tried quite a few different things to try to remedy this. But to no avail it still won't pass a PA state emission. Any help would be awesome thanks in advance.

It would also be useful to know what ECU you have, and if it was chipped or not.

Where in pa? I'm in the 814 and all pa emission tests up by me only test your gas cap.

Last tune up was 125 miles ago. No CEL. Also put in seafoam to clean up the fuel system which is actually a trick from an old mechanic to et it to pass the hydrocarbon part of the test. And as for the ecu it's a p30 but not sure if it is chipped I just bought the car less than a month ago and he had said the cat wasn't tuned so I would figure its not chipped to my knowledge. And I live in allegheny @marvin. And thanks for the responses. Let me know if you need to know any more about it and I will try to the best of my knowledge to figure it out.

@marvin that wouldnt help any my car is still registered in allegheny county so i still have to follow that law. If I were registered up there that wouldnt be an issue.

Anyone have any suggestions? Really need to get this thing legal I've been riding it with no tags for a month now. Any help would be good. Or somewhere to start after what I have done so far.

Does the CEL work?

What was done/replaced for the tune up?

You need to find out more about the ECU - stock versus chipped.

Easy to figure out, just take the four or five screws off the top of the case, open it up, and take a picture. Post the picture here.

Really not trying to run into issues for next years emission also. dont wanna spend 400 on repairs and 100 on the waiver. I work for a garage but I feel bad like my boss will feel like he has to do somethng illegal.
