What are your power goals and your budget?
There are a couple reliable 350-400whp F23s rolling around out there that I know of. They spent a bit of cash on them in order to keep them reliable though. Built block, pistons & rods. Built head, upgraded cam & valve train. Then throw in the cost of a quality turbo setup.... and you will get good results. A light to mild boost on a solid F23 should get you 250-300whp fairly cheap. The health of the block is the key!
Toss a big *** used turbo kit onto a worn out stock block and your results will be very short lived.
