Default Voltage acting funny/flickering 00 Coupe

So I've been noticing lately that at a red light my gauges have been dimming quite a bit, get on the gas and everything is bright again. I know this isnt a big issue as I have 2 sets of HID's running full time at night. However the other night I was sitting with my car in park, opened my drivers side door and my dome light was flickering close to strobing. My friend also noticed my parking lights/tail lights were doing the same thing and upon closer inspection, so were my gauges. Then as if on cue, my rev's started loping (car was cold). As soon as it warmed up and the stat opened the loping ceased, but the flickering remained. I'm not sure these issues are related, but it was worth mentioning. Any help would be appreciated. as a 2000 Civic EX, does my model have an IACV or a FITV?

side note: flickering non existent when car is not running. checked my voltage at my batt. with car running and it was a steady 14.2v checked all engine grounds and everything seemed fine except the ground from the chassis to the trans. when i checked on the bolt on the chassis, it read 14.2 - checked the wire near the trans, it read 14.2 - checked the bolt on the trans it read 0.2

Whats the voltage at the alt + stud while running? Also, when you checked the car at idle ~14.2 volts were you getting the power surge while it read 14.2 v or is the surge only sometimes? Also, when it happens at idle does it still happen if you put the vehicle in neutral (auto) or push the clutch in (stick) WITHOUT your foot on the BRAKE pedal (take your foot off of the brake pedal while at a complete stop)?

those are good questions, i'll check all of that tonight when i go out for a bit. i can say for certain that it still does it while im doing 70 on the highway. i'll let you know all the rest in a few hours. thx

neutral, running - still pulses. brake applied does not matter. pulses either way

sorry i never got to check the voltage at the bolt, i'll check in now and ill check that dash fuse
