93 Civic DX idle fluctuation problems

D15b7 engine....just finished up a cleaning on the IACV, FITV, and the throttle body.
Problem still exists the same as before which is almost always after start up, the idle will start fluctuating between 2 and 3k rpm....it will stop once I either start driving, the car warms up, or if I let the clutch out a little.
I'm looking for advice on what to check next.

If one of those cures the idle problem, then I take it either the IACV or FITV is bad and needs to be replaced?
Haven't tried that...so I would take the air intake pipe off the throttle body and then plug one of those 2 holes up, right?
Yes, use your finger to cover each port one at a time.

If for example covering the FITV eliminates the idle problem, then clean and adjust the FITV. Replacing parts would be the last resort.

No, I haven't bled the cooling system since disconnecting those hoses.
Gonna try some of this stuff in the a.m. and will report back.

Ok. Tested the 2 holes in the throttle body.
Covered up the bottom one and the fluctuating idle immediately stopped and the idle dropped down to what feels like what a normal idle would be. It's been so long since I've heard a normal idle. I'm assuming the bottom hole is for the FITV.
Covered up the top one which also stops the fluctuating idle but the idle remains running high.
So, FITV bad? Or should I take that metal cover off the FITV and adjust the screw inside it one way or another?

Adjusted FITV this morning. Idle fluctuation gone. Sits around 2k before slowly dropping as it warms up.
Maybe that's a bit on the high side, but it's the best I've had in a long time.
