CEL Code P0141?

CEL Code P0141?
I have a check engine light that gave me the code P0141(2nd o2 heater circuit). I replaced the o2 sensor and I'm still getting the code. I also reset, so the light would go away and it came back. Im driving a 2000 civic lx sedan.
Any Ideas?

Check for blown fuse, test wire integrity, test for voltage for heater at disconnected connector and ground for continuity. Test between wires for a short. Only use OEM HO2S (heated O2 sensor). Let us know please.
