d16z6 stutter problem

So , i've got a 1997 dx civic w/ a d16z6 (yeah lol weird i know) running a stock harness w/ an obd1-obd2a jumper harness and a p28 ecu.
At idle, when i floor it, the car jumps to maybe 1500rpm, falls slightly for about 2 seconds then revs freely to redline. All of this under full throttle. Accelerating from 0 is challenging sometimes, usually after idle when i haven't revved it up first, the car stutters and jumps until i even out on the throttle, or it gets a hold of itself (usually 1-2secs) and accelerates normally. After any prolonged amount of constant throttle, the car stutters and pauses before accelerating when i push on the gas.
I've tried 2 ecu's, a chipped P06 and now a stock p28 and it does it with both.
Am i dealing with sticky injectors or something?
any ideas would be helpful.

wired it using a z6 harness
hmm thats actually a good start though! we did swap out the dizzy for a used one a buddy had... it def. could be having problems.
is this still a possibility if its running fine up in higher rpms and at any constant throttle?
i'll check the fuel filter too, but its pretty new so i doubt it.
