Default tial wastegate not sealed all the way?

recently, my roomate bought a tial 38 for his turbo setup he is putting together. now, mind you he bought it used. i was checking it out and noticed that the valve is not sealed all the way and you can see a little light shine through if you look in through the dumptube side. i have not checked the spring as one of the allen heads was stripped and i did not have my tools on me when i was looking at it, but i could not press open the valve with my bare hands and he could barely open it using the butt end of a phillips head. ive only tried to press the ten psi and 5 psi spring and neither were this tough. maybe it just has a high pressure spring in it but he was told it was a 5 psi spring. maybe he was lied to, i don't doubt that. also, any suggestions to get out the stripped allen head bolt? i was going to hammer in a torx bit and see what i could do.

where does that go? between the firing ring and the valve? never really taken one all the way apart? could he just buy the part from you guys?(i'm guessing you're represeting tial) or would it just be cheaper to buy a new one?

the valve seat is the 'fire ring'

what are the first 4 numbers of the SN?

So you have one of these valve seat/ fire rings?

Clarifying with the picture cause sometimes people get a fire ring gasket confused with these.
