OBD 11 huh? That's a new one 
Hit up any Advance Auto they should have their OBDII scanner you can borrow to check and clear the codes. Much easier than counting flashes. If you want to count flashes there's a service connector (blue cap) on the passenger side behind the glove box. Stick a paper clip in the plug bridging the points and start counting.
As an FYI you should make your post title more descriptive as "OBD11" is horribly inaccurate and vague.

Sorry for your lack of understanding of a obd11 system on a 97 Accord. There is no connector on the right side to count codes and a obd11 scanner is required. Just need the codes. Maybe obd2 will suit you.
If you actually need the OBDII 4 diget DTCodes. Try searching google, Honda OBD2 codes and you should get a number of acurate code lists. As well I've posted them a number of times here on H-T as well. I'm at school right now and I do not have access to my palm pilot OBDII DTCode lists. A quick use of the search function here on H-T and you may find a list or two as well. 
Oh and yes there is an SCS connector in the 97 Accord. I know, I have done it many times on my own Accord. take a look you may be surprized. The OBD1 code list works with the 96-97 Self diagnosis proceedure using the SCS connector.

Lulz at your lack of knowledge.
1) I'm joking on you for OBD11, as OBDII is what's usually used or OBD2 as to commenting on the thread title, "OBD11" helps absolutely no one for searching. "OBD2 codes" or something along those lines would have been infinitely better, and "Decoding OBD2 code for 96 Accord" would have been optimal.
2) There IS a service connector on the passenger side, I've used it on both my 97 and 96 Accords it's a blue plug in a blue plastic clip holder directly below/behind the glove box.
The actual CODES are identical for Hondas, just google or I believe the list is linked in the Accord FAQ
