Compression Resultss

I finally finished my first motor build a few months ago but have been trying to gather money for a tune. I drove the car to seat the rings and it ran sluggish and I noticed a huge oil leak so I fixed it and the car still felt hesitant.
I was hoping the compression wasn't the cause and went to go do a test and got 235 on all cylinders but #3 was at about 220. I did these closed throttle since I forgot that you have to open but can go re-do it and probably will in a bit. Would this be a big deal having #3 15 off. On yahoo answers someone said for a GSR, number 3 would be lower but how could this be if it is true?
I'm thinking now that maybe the car feels so sluggish because the ECU is a virgin p28 ECU running a LS VTEC with P30 High Compression pistons or since the idle isn't the greatest and I have a vacuum leak somewhere.
My map sensor has the spot for a vacuum below it that had lines run from my intake manifold to it but my b16 intake manifold doesn't have it.
I guess I made this question really broad but just looking for some input while I try and resolve it myself switching things around.

One of my friends tomorrow is going to let me try his P30 ECU since another friend said it may work well with the setup

unscrew the evap purge sensor on the back and unplug the vaccum line. you dont need it. there will be your vacuum source.
and yes a stock p28 will make the car run like ****. get a chipped ecu from phearable.net and you will be best off. they are only 150 bucks too.

Thanks man, I appreciate it. I will do that. I'm getting the ECU chipped for 80 along with a tune soon but thanks for letting me know
