Trouble building more boost... any ideas?

Default Trouble building more boost... any ideas?

Just finished my new setup-
f22a
GE sleeves
Bisimoto/Arias ceramic coated pistons
crower rods

head is stock other than bisimoto valve springs
h23 runners h22 plenum
1000cc
walbro feeding bosch 044

Turbo is precision t67 with .85 exhaust hausing
2.5" piping
3" DP
tial 44mm gate.
prologger boost controller

cant get boost over 18 psi. Tried removing the bottom port and putting pressure strait to top port of wastegate and still nothing over 18psi. Boost controller is working and pressure tested system with no leaks. anyone have any ideas/tips?

it was originally a .9 bar spring but was only able to get that to 16.5 psi and today swapped that spring out for 1.2bar worth of spring and got it up to 18 but no more.

edit- its a 3bar map

anyone think it could be my stock cam causing the problem?
