Want to provide some setup info, or do you really want us to take shots in the dark?
If so, I'd say massive intake leak. FYI chances are its a narrowband gauge, and they are less useful than a burst aorta.

What brand wide band are you using?
Did you just get it together and this is how it runs? Or it ran better before this?
Checked for vacuum leaks? Cleaned IACV?

im not too sure on the wide band..i got the car like this.. i saw the previous owner did not know much about cars so i had to get her out of his hands..im hoping to run this car like a factory turbo car..i checked for vacuum leaks none..its running lean now but i still smell excess fuel like its running rich and theres black smoke coming out of my exhaust..maybe the gauge is broken?
Sounds like you have a narrowband gauge, in which case, bouncing back and forth is normal. As for your idle, barring a vacuum leak or other mechanical problem, you can try turning the idle adjustment screw on your throttle body inward(clockwise) to lower it. The setup should definitely be tuned before you beat on it, especially if the competence of the previous owner is in question. I would also recommend a better tuning solution than an AFC.
