recoment a tuner/reburn a chip?

recoment a tuner/reburn a chip?
2 part question
1: can anyone recomend a tuner in socal (LA area if there is one) that can tune neptune or ectune and burn a chip? i tried the tuner directory but the closest i could find was one that did neptune RTP.
2: once my ecu is chipped, can that chip be retuned? going to upgrade my valvetrain in a few months when i have the money but my car is turboed so i dont want to wait that long and risk something going bad by not having a good tune.

1. I offer no help.
2.yes, if you get the right chip (e.x.sst27sf512 chip), and if you get ectune, or neptune or, whatever you want to use, and a burner like moates burn1. realtime requires an ostrich or similar emulation device and a wideband o2 sensor.
