So I bought one of those ob2 scaners from wal-mart and tryed to erase the p0117 code it keeps spiting out. I just replace the coolent temp sensor and I am at my wits end over this. I checked all the groundings / connections

Check the resistance of the wire to ground, see if it's shorted. P0117 should be a short. Could be a bad ECU but hopefully not. Do you know someone with the same car/ECU that you could borrow for a little while?

Wait, have you bothered to reset the ECU the proper way, with the battery?

Unkless the code scanner can manuelly erase them with out resetting the battery

You can also pull the 10 amp radio fuse for 15 seconds and it will reset it.

I did that already, I changed the ect sensor, then disconnected the battery for 10 min then went out and bought a OBD2 scanner and tried to erase the code all it did was blink and come back on.
