Default Blow Off Staying open @ Idle!

I have a blitz blow off vavle and it is staying open about a quarter of the way at idle. when given gas, it stays close and lets no air out like it should. the reason I ask is because, the adjustment screw on the top is really easy to turn. I thought it was suposed to be spring loaded! Is this right?

I have an HKS BOV, does the same thing, closes when no vac present. I believe this is normal operation on most BOV's. I put a filter on mine because of this.

haha! man i told you it'll do that...it wasn't doing that and that's why i took your **** apart and fixed it. it's blowing off still right? and...before i touched it, it wouldn't. when you throttle, it'll slam shut. when you close the throttle, put your eye over the blitz horn and look deep into the unit and you'll know if it's working j/k don't do that.
