Mini-Me with problems?
Hey all I am new to the whole Honda side of things, I am coming from the VW/Audi world and my new fiance is a huge Honda fan. Any way on to the problem, she has a 1999 Civic HX with a "mini-me" swap in it. The problems started after her ex pulled the turbo off of the car.
From there I put back on a stock fuel pressure regulator, injectors and fixed the timing. Currently however the car is throwing code 43 a fuel systems code, I checked and it has a stock fuel pump on the car.
The symptoms of the car are that it will idle fine when it is cold but then acquire a searching idle once it is warm, it will also have a really bad surging problem where you can't even drive the car unless you are at WOT.
I really want to help but have no idea where to go from here and advice or help would be much appreciated.

If it's suffering that bad when driving, I doubt it's an IACV or FITV issue. I'd look for vacuum leaks...though that won't throw your 43 CEL.

Followed all wiring harness plugs everything is plugged in. I can start the car and unplug individual sensors and they will throw the appropriate code so I assume the sensors are good.
I keep looking for a vacuum leak because that is what I thought still nothing though. I have a fuel pressure gauge on the fuel line and I am right around 35-40 psi.
This is a real stumper?

Ok so a little bit of an update, got the car all back together and drove it this morning. I let the car warm up all the way and drove it for 20 minutes and it ran awesome plenty of power vtec worked perfect.
So as I am driving thinking that I have some how fixed the problem it begins to bog really badly, so I cycle the key and it runs fine for about a minute and then does the same thing.
I continued to drive the car on my commute to work and it finally threw a CEL it was that same code 43. The more I look into this the more I am confused, does anybody have a service manual that could give me some things that I should check?
The funny thing is that after the CEL came on the car began to run a little bit better no more bogging just down on power.

Correct, it was boosted currently the car is setup N/A however. I checked the compression and it is around 215-220 across all 4 cylinders.
It was chipped and that chip has been removed and a stock chip is back in it I believe that it is running a p28 ECU and a honda guy who looked at it said that there is a capacitor that you can clip on the board and it will revert back to stock programming and it had already been cut on the board?
We even tried a new ECU and to no avail it still threw codes.
