Default Idle Problem & Code 43

I have a 92 Civic DX HB. And changed my engin, to a 99 Civic CX. Not a big deal, but I am having problems with my idle. The car is rough idleing, at any temp. The rpm's are normal for a few min. then drop to almost 0. When I drive the car, it seems to run normal. But if I try to keep a steady speed the check engine light comes on. (code 43) I have checked my injectors, distributor, plugs, wires, and changed my fuel filter. I also checked my oxygen sensor. The problem is still the same. What could it be?

Have a real close look at your cam/crankshaft alignment...

Check your Fuel Press, FPR, and check for vacuum leaks.

The fuel pressure seems to be normal. The fuel pressure starts to go up when the car starts to idle rough.
