Default turbo ef wont rev over 4000 rpms

i have turbo 90 civic si hb. it was converted to obd 1 has a base map for the set up but wont rev over 4 grand. the ecu blinks code 14 but we have changed sensor. but still blinks code 14. the idal on the car dosent change its still a stedy flow. the plug for the tps sensor was damaged a lil bit but seemed ok. any input is needed

reving to 4k and the iac shouldnt be related unless you have something mis wired.

This is unlikely but, is it possible your base map didn't get burned right? or maybe the chip got installed backwards, or not at all? Did you buy a jumper or make one?

from what I see when our cars go into limp mode it throws a soild CEL. I haven't seen a car yet that has gone into limp mode and been able to read a code. this is just me, im sure there are people out there that have.
