It just takes a while. You have to just pull out on it and kinda wiggle it back and forth. I'll try to describe it...

So say you are sitting down facing the pulley. Put one hand on each side and pull toward you, alternating strength to each hand. So pull with both hands but kinda rock it back and forth to get it to come out. It took me like 3-5 mins to get it off the first time, after that it comes off a lot easier.

Just be very careful. I just had a buddy help me replace mine about 2 weeks ago. it was a little tricky getting that off.I think he used a very small flathead screwdriver to get it started coming off. Be sure to use some Honda Bond on the seal and make sure you do NOT get any rough spots on the crank as they wil eat the new seal up in no time. Actually , I think this may be what has happened to me, because mine has already started to leak a little again. My friend who worked at the Honda dealer here in Macon said we probably did not get the seal in all the way. It may have gotten a little crooked in there. Just take your time and it should be fine. Also make sure you go ahead and replace the cam seals and the balance shaft seal and retainer if you do not have it already. There was a TSB on this issue. part# is 06923-P0A-306

Well, that should just about cover it then. Just be careful when installing the front main seal. Get a piece of PVC pipe the same size as the seal and use that to drive it in. Also use Honda Bond.
