that's interesting that it only does it in cold weather. at first you would think the brake pads have just worn down, making the ebrake handle out of adjustment. that can be adjusted by pulling off the console and adjusting the hardware as necessary. however, the occasionally thing is kind of interesting.
probaby not it, but i know brake cables on bicycles can get rusted on the inside if left out in the rain for a long time, therefore the cable won't slide inside it's insulation any more.

i saw a link on here one time that had all the recalls and common probs of the accords by gen, and if i remeber correctly i think the ebrake handle was one for the 94-95 models. i think it was just the handle that was the issue. ill see if i can find the link for u.
i know u said urs is the 95 and this says 94. but who knows,
"Brakes (1994): The parking brake may not fully release because a rivet on the brake rod is too tight."
http://auto.howstuffworks.com/honda-accord5.htm
could be the actual cable, has gone bad or may just need some adjustmnt do to the age and stretching it has endured over the years of people pulling it up .. i know alot of people that yank the ebrake up as hard as poss.(like theyre parked on a 90deg slope).. gl maybe this will help

edit: good info on that link! thanks i just wonder if i replaced the cable if that "rivet" would still be a prob. know what im trying to say?
