how does this work exactly...what does it keep powersteering fluid in that reserve tank?..

Yes it does.

 

wouldnt it work the same if i just filled the rack with fluid and then just looped the inlet hose back into the outlet house on the rack,,it would make a closed loop ..and illimate the pump?
