do you still have your original cluster??

if you do.. then

1. take all 4 gauges from itr cluster and swap them with 4 gaues in your original cluster

or.. it is possible that fuel level gauge isn't working properly..

Just swap the green film from your 99' gs-r cluster onto the 01' ITR cluster. This will solve your problems unless there is an issue with the cluster.

I'm going to try this because my fuel gauge will not even budge as well. I think i have a 98 spec itr cluster in my 96 jdm itr.

Swapping the guages might work as well, but if the green film will do the trick isn't this the best solution?

Its far simpler, and you have to take apart the cluster (removing the greenfilm in the process) to swap gauges.

there are other differences aside green film depending on what year/market integra is made for.. like connectors and other parts. i made a list of these in some thread, but don't have notes on hand.. just reference to part numbers - you'll find several differences.
