'96 civic DX hatch

rough gear shifting, everytime i shift into gear it would take a couple tries just to get into it. is that sign of a wearing clutch, time to replace?

also, whenever i drive the car...and put it into neutral coming to a stop, the RPM will still be up at like 1.5 and then when the car completely stops for a few seconds, it will drop to normal.

any thoughts on it?
