Default Flux idle help please

ive got a 95 civic cx w/ the 16valve motor believe its the d15b7 harness seems to be from the d15b8 tho because the O2 sensor is the one from the CX not the del sol. Anyway im having a rough idle RPM's drop real low come back up then drop again and continue anytime i stop .... pulled a check engine code 43 for fuel system yeah real vauge so i went and replaced the fuel filter first, it was old and ..... still same problem. I looked up TSB's on this and they say check the IAC but seems to be working fine soo im wondering if it is the O2 sensor b/c a friend of mine had a D16 in a 90 civic hatch w/ the same problem and he replaced the O2 sensor and it went away after a day of driving... i was guessing if i do the replacement and disconect neg. for a few min maybe it will reset right away any insight will be helpful.

Sounds like a wiring problem, or a sensor going bad
