I wouldn't run it 100% of the time. The ******* that I bought my CRX from did that. It ran really cool. You don't want the engine running cool. The only time the fan really should run is when you're sitting in traffic. I would check you sensor on the back of the block to see if it is working correctly. Make sure it's plugged up correctly. Also check that the relay at the fan is good; that it isn't full of water, that it is plugged in correctly, and that it actually works (clicks on). Also, check the wire connections from the fan to the harness and the wires to and from the sensor to the harness/ecu.
Even if you call yourself a noob these are not hard things. They are time consuming, yes, but nothing you cannot do. You might want a jack to get under the car and look at the sensor on the back of the block, but you can check it from the top.
