e-brake stuck!
you can use a pry bar or screwdriver to pry the arm that the cable attaches to back, this will release the e-brake
you need to determine what caused it to stick though
check your calipers, if the calipers check out it could be rusted cables not returning or as simple as the cables being out of adjustment
pry the arm back and have a friend pull the e-brake back up and release, see if it sticks again, if it does you will have to fix/replace whatever is making it hang up, or go without a e-brake
