Okay I had the same problem.
Question 1
What harness?
Question 2
Any CEL?
Question 3
Step 1:
Check Throttle Cable with Intake off. Is it snug tight, loose.
Step 2: Visually inspect the throttle plate. Intake must be off
Step 3: If plate is close hear for any hisses on the intake manifold.
Step 4: Visually inspect vaccum hoses all over intake manifold and to EGR Valve.
Step 5: Is the TPS Connect or Disconnected
Step 6: Visually inspect and make sure the correct plugs are in place. A lot of people confuse MAP and TPS sensors. It happened to me.

I can almost garantee you that its the TPS if its not the T/C. My car had this problem 4000 RPM at idle. Annoying it is. Turns out I remembered using a new TPS sensor and I didnt install it correctly at manufacturer settings. I tried moving it and no luck it sucked never could get perfect Throttle. Went to a junkyard and picked up at T/B for $45 with TPS no MAP and car then idled at 1500. Fixed 2 vaccum leaks car idled like a champ at 800
i just want to say, THANK YOU!!!, without honda-tech i would be lost...
well not really but it would take me double/triple the time to find out whats wrong with my car
