I vote for vacuum line disconnected.

I'm pulling apart an EG with a B18c1 in it and paring down the wiring harness while I'm at it (it's going in my CRX racecar). I start the car about every 4 wires I cut out just to be sure it's ok. I had removed the vacuum line from the brake booster and left it open in my removal process and it did exactly what you describe. Look for a big vacuum leak....I'd start at the brake boost line.
