how do i get these bolts on the steering are back on?

how do i get these bolts on the steering are back on?
i took apart suspension for tans drop...and the only thing i cant get back together is the steering arm bolts...i can put them on the stud but when they start to get tight jsut a little bit the baring spins as well spinin the stud...how do i get the baring to stop spining soo i can tighten the bolt?

Impact gun. Barring that, needle-nose vice-grips on the part of the shaft above the spindle work well to get it started.
