i have 2.5" ic piping so would i just match that with the tb size? or would it be more beneficial to go bigger than my piping?

also would i port match the tb size to my intake manifold?

going to be using stock IM and TB just porting them

Yeah, Honda heads and IM flow pretty decent stock and can support low-medium boost just fine. It's when you're boosting so high that the stock IM can't flow enough to support it...but then you loose low-end power from the oversized flow path.

Then you have something like a Venom or Golden Eagle IM made for boost that has a totally different design....

 

You should tune after any modification like that to your car.
