I'm not a turbo guy..but i assume it depends on the size of the turbo?

smaller A/R = lower boost threshold but loss of "steam" at higher RPMs
bigger A/R = more LAG, engine reaches boost later, if A/R too big might not even reach full boost at all.
with an average T3 Turbine A/R of .63 full boost is usually reached at around 4000-5000 RPM's

IC, so for daily driving under 4000rpms, I would never be boosting??? correct?

no you will start to boost at a lower rpm then the rpm you reach full boost at.... i also believe that the throttle position might have something to do with boost (i.e. if you are only giving it a little gas it might not spool as fast) also ball bearing turbos spool much faster than non-BB turbos

well its not whether you stay under 4000rpms or not, you have to be making enough exhaust gasses, so in normal driving under 50% throttle you can redline with very little boost (read: under 1psi) or none at all. huge turbos are only for drag cars that can have a higher redline, those turbos dont spool until 6k+ but make massive power, the t25 (stock dsm turbo) spooled by 2k and was alot of fun, great for autocrossing, only it ran out and boost dropped off at about 6000, not the 7000 redline. If I were getting a turbo I would get the smallest one that holds to redline, maybe the t3/t4 hybrid...but thats me, you have to decide what YOU want...I'm gonna miss my 4G63 that could hold 25psi on stock internals...
oh, hehe someone posted just as I was typing, anyways, he's right, you start boosting (assuming youre at WOT) before you reach full, it just doesnt appear at a set rpm, so you feel the car pulling harder and then at full you feel the car lurch forward...so much fun
