HELP! Car wont let off gas!
When I let off the gas, the throttle doesnt back off. Sometimes it even gives it more gas. And the pedal is not stuck. But I have to tap on the pedal to get it to drop back. Even when I do this, the rpms dont drop back to "normal". Its idling at around 1300-1400 now, when it used to be <1k when there was no problem.
I have tried cleaning the thottle body with no help.
Let me know if you have any suggestions.

Take a look at your throttle cable where it attaches to the TB.
It should only have enough play to move about a centimeter before it starts to turn the throttle body flapper. If it has too much free slack, it can get hung up on the outside of its circular track and get stuck.

Yeah check the flapper. My throttle pedal was stiff and my friend cauught it and plugged it back in and now its loose.

To the last poster, I would guess you have crud built up inside your throttle body. Take the intake off and clean the inside of the TB out with carb cleaner and paper towels. That's how I fixed a similar problem with my car.
The original poster, however, said that he cleaned out his TB and the problem is still there. I'd guess the cable, in that case. But cleaning the TB is cheaper and as easy or easier than replacing the throttle cable, so it would be the first thing I tried.

Also there is a hard plastic sleeve on the throttle cable right where it enters the firewall on the engine-side. That platic sleeve is bent at an angle, and if it is broken it can cause the cable to get hung up there.

UPDATE:
Thanks for all the input!!
I just swapped out the throttle cable, and that did not fix it. After the install, I re-checked to make sure the cable was not tight or loose and the plastic piece that fireant mentioned is fine too.
Any other suggestions?
