The R keeps fouling o2 sensors, or at least throwing codes. ODB1, Hondata, JRSC

I am curious to find out why the car keeps throwing a code for the primary o2 sensor. The primary was replaced back in September when I bought the car, and then a week ago I swapped the primary and secondary sensor because OBD1 does not use the secondary.
Every now and then (twice a week??) I get code 1 which is the primary sensor. It is a soft code and goes away if i turn the car off.
Is it possible that the ecu is bad? Or what other possibilities am I looking at?
JRSC 7 psi, Hondata S200, Kenji harness, RC 440 cc injectors, Hondata IM gasket, AEM cold air, stock exhaust manifold, gutted cat, apexi world sport 2 exhaust, Walbro hi flow pump.

Well swap them back. Maybe you had a faulty secondary...

Well swap them back. Maybe you had a faulty secondary...

I have never thrown a secondary o2 sensor code before, only the primary. That is why I find it very unlikely that the o2 is bad. Like I said, I replaced the primary only a couple thousand miles ago with a brand new oem one, before swapping my primary and secondary... But the primary sensor is bad, so there is no point in swapping them back now.
I basically want to know if anyone has heard of a bad ecu causing codes to be thrown when there is not really an issue (i.e. primary sensor) I have a p28 ecu
